This procedure describes the requirements on the design of temporary works. The purpose of this procedure is to provide adequate drawings and method statements for the temporary works that are necessary for the completion of the permanent works.
The design and / or verification of temporary works shall be performed by project personnel or external consultants nominated by the Project Engineering Manager.
The Project Engineering Manager shall appoint a Project Temporary Works Engineer and a Project Temporary Works Checker.
The following personnel have responsibilities mentioned in this procedure:
- Project Engineering Manager
- Construction Manager
- Project Consultant Engineer or Designer
- Temporary Works Engineer
- Project Temporary Works Checker
Design Planning
The following shall be considered when planning temporary works:
- The complexity and type of temporary work being designed and checked;
- The qualifications and experience of nominee;
- Professional indemnity insurance implications;
- The need for specialist knowledge
The Project Engineering Manager and Project Construction Manager shall identify the temporary works that are required for the project.
The Project Engineering Manager shall establish and maintain a temporary works deliverable schedule in accordance with procedure of Engineering Documents.
Each item of the Temporary Works shall be assigned a unique code or number and the schedule shall be revised and updated as necessary during the course of the project.
The schedule shall include a record of the works for which checking and approval is required, along with the name of the responsible person.
Temporary Works Design Brief
When temporary works are required, the Project Consultant Engineer or Designer shall prepare a design brief and shall submit the brief to the Project Temporary Works Engineer.
The brief shall include a minimum of:
- Description of requirement
- Constraints or limitations
- When it is required
- Single use or Multi use
- V. Preferred
- Preferred installation / usage methods.
- Factor of Safety
- Sketches (where possible.)
Special consideration within the design brief is the requirement for the removal of temporary works such that it does not affect the permanent works.
The design of temporary works shall be in accordance with any local Design Standards and Codes, Statutory / Regulatory requirements and/or by suitable internationally recognized standards (i.e. BS, AS, etc).
Local ordinances (e.g. for Health, Safety and Environmental) may impose conditions affecting the design of temporary Requirements of such documents shall be incorporated in temporary works designs, the Project Safety Manual and Project Plans and any necessary Project Instructions provided.
Prior to starting temporary works design, the Project Temporary Works Engineer shall ensure that:
- Load requirements are clearly defined and documented
- Statutory or regulatory requirements are clearly referenced and documented
- Standards/Codes are clearly referenced and documented
- Client requirements such as specific tolerances or access times are
Design Documentation
The Project Temporary Works Engineer shall perform the necessary design work to produce the design drawings, sketches, calculations, specifications, method statements etc.
All temporary work design data and computations shall be clearly documented on either standard calculation sheets (or consultant documentation) or computerized printouts and shall be signed off by the Project Designer. The sheets/print-outs shall be numbered.
Any necessary Risk Assessments and or Job Safety and Environmental Assessments shall be carried out.
When external Temporary Work Engineers or Project Temporary Works Checkers are employed, they shall endorse the documents they prepare.
Design Check and Approval
When the design is completed, the Project Temporary Works Engineer shall forward the data and computations to the nominated Project Temporary Works Checker who shall review the data and computations.
The Project Temporary Works Checker shall then assess the design for the following:
- All assumptions are in accordance with the codes, regulatory and client requirements
- Loading requirements comply with specifications
- Calculations/ Sketches are clearly defined and correct
- Equipment/ materials/ plant are clearly defined.
Any discrepancies or queries arising from the review are marked up by the Project Temporary Works Checker and discussed/resolved with the Project Temporary Works Engineer.
Risk Assessment
Temporary works items may present serious risk to health, safety, the environment or financial loss should failure occur.
A Risk Assessment or Job Safety and Environmental Assessment shall be conducted as per HSE Risk Management approved procedure.
The Project Engineering Manager and the Project Temporary Works Engineer shall also identify any temporary works for which stringent and/or independent review is required, and select an appropriate course of action.
Design Changes
Requests for Information (RFI) relating to temporary works designs and all Design Change Requests relating to temporary works designs are completed in accordance with procedure for design change and clarification.
Relevant Records
On receipt of the completed and checked designs, the Project Engineering Manager reviews the document and approves prior to issuance.
The management of documents shall be in accordance with procedure of engineering documents.
